the movie starts with two brothers, damon and adam. damon is the king of the vale and the other is the chancellor, which is the second most important position in the kingdom after the king. they have two sons, damon junior and adam junior. damon junior is the king in the future, while adam junior is the chancellor. damon and adam are shown to be very happy with the kids and damon is trying to teach the kids the values of the kingdom.then, damon is shown to be looking into zekrom's cell in the tower, who is awoken. we see the event that awakened zekrom and damon cannot stand seeing what he has done. in an attempt to end the war, damon sent the kids into the cave where zekrom lies. damon then goes in as well and battles zekrom, using the dragon's fire power to drain him of his life force.many years later, damon is now a wizard and has regained his connection with victini, who has become a blue pokmon named victini. victini tells damon that he needs to give his sons a taste of the dragon's fire for him to regain his strength. damon goes to the tower to retrieve his sons, who are now in their twenties.as he goes in, adam and damon's sons begin fighting. adam junior is the first to be killed in a duel and damon and adam junior have an emotional outburst and fight each other. damon junior is forced to kill adam junior, but damon refuses to kill his own son. damon then goes in to battle zekrom and battle him for a while, with the help of his other pokmon, reshiram.we find out that zekrom has survived and is being controlled by someone else. with the help of the pokmon, victini and reshiram, damon tries to stop zekrom, but is killed by him. victini is heartbroken, but knowing that his master is lost in the sea, he swears that he will restore the kingdom and the dragon force. he then enters the sea and wakes zekrom, who is pleased to see victini. victini and zekrom then battle, and a huge, legendary pokmon is born. this pokmon is named victini. victini later changes into a blue pokmon called zekrom, and the two of them defeat the legendary pokmon, giratina, destroying it.the movie ends with damon dying. the credits then show that damon's sons have become great leaders. but ash and friends arrive, and damon's sons tell ash and friends to leave. reshiram and zekrom are seen in the background. reshiram begins to rise as zekrom sinks back into the sea. victini and zekrom are seen heading towards the sea, with the remains of giratina, which ash and friends have left in the sea.
